About UNRA:
The Uganda National Roads Authority (UNRA) was established by an Act of Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Accountant will participate in the implementation of financial systems and procedures for the accountability and control of the Authority expenditures in line with the accounting standards, financial guidelines and PFMA 2015. In addition the Accountant will be responsible for receiving, safeguarding and processing payroll payments, payment requisitions from suppliers and other creditors; participate in the preparation of monthly and quarterly accounts in line with the statutory and accounting regulations and manage the Authority’s assets.
Key Duties and Responsibilities:
- The jobholder will prepare and process all Authority payments to service providers, statutory and other providers, in line with agreements, legal timelines and Organizational payment procedures;
- Prepare and process payment of salaries, statutory and other deductions in accordance with the approved payroll;
- Ensure the security of the Authority’s assets and participate in regular update of the fixed assets register in line with the financial procedures and guidelines;
- Prepare and process payments externally funded project in accordance with the Financing agreement and project appraisal document.
- Ensure timely accounting information are prepared and transmitted to the Manager Accounts in line with the reporting.
- Actively participate in preparation of financial reports in line with financial guidelines.
- Quickly respond to audit reports and implement agreed recommendations within specified time frames;
- Develop risk matrix and put in place risk mitigation measures of the area of accounting at UNRA;
- Take part in the planning, budgeting and reporting in line with departmental guidelines and targets.
- Manage performance and develop direct reports in line with the performance management system of UNRA.
- The applicant for the UNRA Accountant career opportunity should hold an Honor’s Degree in Commerce, Business Administration, Finance or any other relevant courses from a recognized University;
- Full Membership of Professional course is a MUST;
- At least three years’ experience in Finance and Accounts in a large organization.
- Ability to work as part of a team and to develop subordinates;
- Excellent interpersonal, particularly staff/management relations, oral and written communication skills;
- Ability to work and produce accurate results in an environment with multiple and challenging tasks;
- Excellent customer service skills
- Computer literacy i.e. proficient in the use of MS Excel, MS Word.
